Resume

The main conclusion is, in line with the policy goals in the various sectors, that where digitalisation is concerned most of the projects seek to improve teachers’ skills. This emphasis is closely followed by the one on digital applications (tools) in the projects that were investigated. The combination of an emphasis on digital applications and improving teachers’ digital skills is common, which is promising provided these projects know to avoid the risk of tech-driven solutions (in which the human factor is to follow the technology).

Conclusions

  • Most of the projects seek to improve teachers’ skills.
  • Secondly, digital applications (tools)-development are quite common in the digitalisation projects.
  • Improving the digital infrastructure is only mentioned once by Dutch applicants, and is probably well-developed.
  • A clear conclusion as well is that there are relatively few projects in which the improvement of learners’ skills takes centre stage.
  • The sector most represented in digitalisation projects is VET. This is in line with the VET goals.
  • In this (limited inventory) VET sector is the most active and progressive in the field of digitalisation.

Recommendations

  • The combination of an emphasis on digital applications and improving teachers’ digital skills is only promising provided these projects avoid the risk of tech-driven solutions (in which the human factor is to follow the technology).
  • The human factor merits greater attention vis-à-vis the technology, specifically in involving stakeholders in both didactics and the supporting technology.
  • Avoiding development of a digital tool in combination with the training of teachers may optimally serve the target group of learners if this does not meet the needs of the target group.
  • There is as yet not much happening in terms of creating connections between sectors.
