This report contains and analysis and comparison of impact models in use by various multi state actors. The analysis was made as input into the development of an effective impact model for Erasmus+ programming in Finland.

The study compares various impact models in use to determine which type of model best fits the Finnish context. The report describes  quantitative and qualitative methods of e.g. OECD-DAC and the development banks and offsets these against models in use in Finland and models developed by other National Agencies (UK and Netherlands). The report provides recommendation on the development of a national impact approach.
